August Civic Holiday

Civic Holiday is the best occasion to honor a particular region in Canada. The greater part of provinces and territories observes this day on the first Monday of August, but not all of them call it August Civic Holiday - this name is reserved for Nunavut, parts of Ontario, Nova Scotia and Prince Edward Island, and Northwest Territories. Some provinces call it Natal Day or Heritage Day, and some choose to use names of prominent figures that established or helped particular regions: Terry Fox Day, Colonel By Day, Simcoe Day, and so on. Ontario is a province in which the holiday’s name is most varied throughout the municipalities.

Civic Holiday is widely recognized as a public holiday, except for Quebec and Yukon; those two have their mid-summer substitutes: Saint Jean Baptiste Day on June 24 and Discovery Day on the third Monday of August, respectively. Newfoundland and Labrador is a specific case, where there is not one date for the holiday, and its meaning varies between a regular Civic Holiday and Regatta Day. That it because the time and date are set by the orders of municipal councils there. Generally, however, all provinces and territories celebrate their specific occasions around August.

First holidays of that kind were mentioned in the towns of Upper Canada, today’s Ontario, in the 1850s; London, Hamilton, Toronto or Guelph all celebrated first forms of Civic Holiday in August or later in the summer. The mayor pronounced the festivities and determined whether businesses and institutions be closed. Whole communities engaged in collective celebrations, such as picnics and short steam boat voyages. The idea for the holiday became popular quickly, and soon also neighboring provinces, such as Winnipeg in 1874, observed their special days. In 1875, the holiday was proclaimed as August Civic Holiday, though it had already acquired many different names that have survived until today. Various provincial governments have introduced the holiday into law since the 1970s.

August Civic Holiday celebrations are rather small due to being organized on the local, provincial level. Towns, municipalities and provinces honor their local heroes, important historical events and traits of culture, such as specific customs and cuisine. For instance, on Heritage Day, Alberta emphasizes the importance of its cultural diversity and complexity; Saskatchewan, New Brunswick and British Columbia celebrate their name day. Civic Holiday is a statutory holiday in the three provinces above in addition to Nunavut and the Northwest Territories. It is a regular popular holiday in Manitoba, Ontario, Prince Edward Island, Alberta, Nova Scotia, and Newfoundland and Labrador, yet all federal employees and post office workers have the day off. If a private employer chooses to celebrate this holiday, businesses are also closed; however, he or she is not forced to do that under the Employment Standards Act.

The schools are closed only due to summer vacation, but an increasing number of working private businesses choose to have a free day on Civic Holiday. This might be because the meaning of the holiday is growing.
