Tax Day

Tax Day in the United States is the individual income tax return deadline; the bigger part of American citizens is obliged to file their income reports to the Internal Revenue Service before midnight on April 15.

The date may vary whenever the 15th falls on a weekend or a state holiday. If it comes on Friday, the files are due on Monday. Should the 15th fall on the weekend, Tax Day is observed on the following Tuesday. If Emancipation Day or Patriot’s Day is observed on April 15, the deadline is extended to the next working day. Sometimes the date might be postponed due to natural cataclysms or other exceptional situations; in some cases the deadline might be postponed until June. Those who file their tax return from outside the United States and Puerto Rico are also due two months after everyone else, on June 15.

The first federal income tax was proposed as a way for financing the Civil War. The Revenue Act of 1861 stated that the taxes were collected on the basis of assessment; annual incomes above $800 were taxed three percent. In 1872, income tax was revoked for being unconstitutional. In 1894, however, a new Revenue Act, or Wilson-Gorman Tariff , established another income tax at a 2% rate. This policy was questioned in the Pollock v. Farmers’ Loan & Trust Co., and in 1895 the Supreme Court yet again judged it unconstitutional. According to the accuser, the Act proposed unapportioned taxes on interest, rents, and dividends, which while being direct taxes, should be apportioned among all of the country’s states. Within eighteen years, Congress ratified the Sixteenth Amendment to the United States Constitution that granted them the right to tax any income “without apportionment”.

Tax Day was fixed on March 1, but in 1918 it was changed to March 15. The date that we know today, April 15, was finally set in 1955.

Tax Day is not a federal nor state holiday, hence no institutions or businesses are closed. April 15 is a connective date, though; every adult citizen with the exception of pensioners, veterans, and low-income families, is required to file his or her private income. Being attached to the bureaucratic machine, Tax Day is not the public favorite in the American calendar. That is why the process of reporting one’s income has been improved by technology; nowadays, most Americans prefer to file their tax information via the Internet. Rather than sending the documents in the post, the electronic mail is a more effective and secure way to perform this duty.
